The 'trim" is usually what helps the boat plane up out of the water. you want the trim all the way down when starting up, then as you pick up speed, gradually bring the trim up to help push the boat forward and plane out.. At initial take off you have them angled down below the bottom of the boat so once you start going the water flows under the boat hull to the tabs which forces the water down at that point and thus raises the stern a little so you plane off faster..
